In Massachusetts, obtaining a License to Carry (LTC) involves several steps. Here's a general overview:
1. Meet Eligibility Requirements
To qualify for an LTC in Massachusetts, you must:
Be at least 21 years old.
Be a U.S. citizen or lawful permanent resident.
Not have any disqualifying criminal convictions.
Not have any restraining orders or history of domestic violence.
Pass a background check, including CORI (Criminal Offender Record Information) and mental health records check.
2. Complete a Firearms Safety Course
You must complete a Massachusetts Basic Firearms Safety Course (BFSC) or a Hunter Education Course approved by the state.
Go the range with your instructor for live fire training. You must "pass" this section (i.e., demonstrate basic safety and novice shooting proficiency). If you do not, the instructor can work with you in private lessons to get you up to speed.
Upon completion, you’ll receive a Firearms Safety Certificate, which is required for your application.
3. Apply at Your Local Police Department
Apply in person at the police department in the town or city where you reside or own a business.
Submit the required documents, including:
Completed LTC application form (available from the local police department or the Massachusetts Executive Office of Public Safety and Security).
Proof of identity (e.g., driver's license).
Firearms Safety Certificate.
Pay the $100 application fee (non-refundable).
Some departments may require additional documents, such as letters of recommendation.
4. Undergo an Interview & Background Check
Many police departments require an in-person interview.
The local police chief has discretion in approving or denying LTC applications.
Your fingerprints will be taken for an FBI background check.
5. Wait for Approval
Processing can take up to 60 days.
If approved, you’ll receive your LTC card, valid for 6 years.
6. Renewal Process
You must renew before expiration.
If you renew before your LTC expires, you can continue carrying while waiting for the new license.
If your LTC expires before renewal, you cannot carry a firearm until you receive the new license.
Types of LTC in Massachusetts
Class A LTC (Most Common) – Allows concealed carry of both handguns and large-capacity firearms.
Class B LTC (No longer issued) – Previously limited firearm types but was discontinued in 2014
